I am Raymond Edward Chandler former Aerospace Technician of Strategic Air Command United States Air Force; top 2% scores in Community College of the Air Force; Honorable Separation; Dean’s list consecutively at West Virginia State University; first born child of Teresa Louise Mitchell, heir to the estate of Franklin Delbert Mitchell.
In 2018 I discovered that I have been under attack for nearly 15 years by an elected official and members of my family. The attacks are partially motivated by religious hatred; hence, these constitute a body of hate crimes.
These individuals have staged events and drugged people in order to push a defamation campaign against me. They have attempted to entrap me. They have attempted to addict me to drugs. They have attempted multiple times to murder me. They have attempted to kill me and my mother along with all of my nieces and nephews in order to silence the witnesses of their crimes.
Darrel Carter is an employee of the West Virginia National Guard in Nitro, his wife Karen Carter works for Wal-Mart of Nitro, Russel Casto who was the Mayor of Nitro, and has since been elected to Magistrate of Kanawha County, along with Paul David Mitchell a Meigs county resident; have all four been stalking and manipulating the course of my life since 2005 in order to fraudulently redirect funds from the Estate of Franklin Delbert Mitchell.
Darrel Carter has impersonated a member of the military, his wife Karen Carter often spoke of the “military”; which in that household just means Darrel’s job at the armory. They have used this foo persona to establish the aura of assigned authority. Using language and gestures that belittle everyone around them and cause people to feel insecure. They drove a wedge between Teresa Mitchell and her sons; using mentally abusive techniques in order to convince Teresa to cut her own sons out of their inheritance and direct those funds to the pockets of the Darrel and Karen. I can identify 5 distinct events where they have drugged me. I can identify 3 distinct events where they have attempted to murder me. I can identify 3 distinct events where they have intentionally placed children in danger.
Russel Walter Casto, Magistrate of Kanawha county has been stalking me since I moved into the apartments in Nitro in the year 2005. Russel Casto was attempting to get me addicted to drugs. Russel Casto by denial of due process was able to evict me from my apartment twice, interrupting my education and disrupting my GI Bill benefits. Russel Casto by denial of due process was able to throw me in jail without a plaintiff. I can identify 3 distinct events where Russel Casto has attempted to murder me. I can identify 5 distinct individuals that where hired by Russel Casto to live in the apartments as tenants in order to infiltrate and manipulate the course of my life.
Paul David Mitchell is my uncle. He was instrumental in creating a false will; which is the instrument that is being used to fraudulently assign rights and misdirect funds away from the Estate of Franklin Delbert Mitchell and into the accounts of these criminals. I can identify 2 distinct events where he attempted to murder me.
